It is important to note in WHC-EP-0558 titled, "Test and Evaluation
Document for DOT Specification 7A Type A Packaging, prepared for the DOE
by Westinghouse Hanford, documents performance testing for standard
types of packaging to qualify as Type A packaging" the statement
following your quoted sentence below in the Preface page iii:
However, shippers are cautioned that additional documentation
will be needed to fulfill all the requirements for a
particular shipment; most importantly that the contents to be
shipped have been evaluated for compatibility with the
packaging and that their characteristics have been bounded by
the simulated contents used in qualification testing.
This is also elaborated on in Section 1.1 page 1-2:
In addition to the documentation of test, the shipper must
maintain on file, other appropriated data applicable to the
shipment, such as the following:
- Evaluation of the properties of the actual contents to
be shipped for compatibility with the packaging
- The Quality Control Program and its implementation.
Therefore, it is apparent that this document does not "stand
alone" for all the documentation needed when offering a
package for transportation. The shipper is responsible for
ensuring that the loaded package is acceptable.
For example throughout the report the following statement appears:
The shipper must ensure that the radiation level at the
surface of the package would not increase by more than 20%
if...

WHC-EP-0558 titled, Test and Evaluation Document for DOT Specification 7A
Type A Packaging, prepared for the DOE by Westinghouse Hanford, documents
performance testing for standard types of packaging to qualify as Type A
packaging. This document states,
"The specification packaging data contained in this document will serve to
meet the requirements of 49 CFR 173.415(a) for "... documentation of
tests..." when the packagings are used as prescribed herein."
Application/reference to this document has been used to develop the
'certification statement' that has been kept on file by the shipper to
demonstrate the packaging qualifies as DOT Type A. The 'certification
statement' is verification that the packaging and its associated contents
meet the requirements stipulated in the appropriate packaging testing
specified within this document.
