Nuclear carbon is mostly enrichment using coal, but it's trivial of course. 

But it's always been disingenuous when the politicians prevented building
nuclear plants for Oak Ridge to keep mining/burning coal in West Virginia.

It seems justified to apply nuclear electricity for enrichment in making a
"comparative" analysis.
