Env. Bkgd effects on Bioassay Programs



Greetings,

I have two questions concerning designing a bioassay program where the
radionuclide of concern is also present in background urinary excretion
patterns.

1)  Is it feasible to implement a program where 5% of the bkgd
(baseline) bioassay results are expected to exceed the program's action
level (set at value greater than Lc)?
 
2)  Can bkgd urinary excretion of the radionuclide of interest be
considered constant (i.e., does bkgd represent a chronic exposure
condition)?  

My feeling is that this program would be tenable should one (or a few?)
baseline bioassay samples be sufficient to characterize bkgd excretion
patterns.  Appreciate your thoughts!
