Regulatory Guides are available from the Government Printing Office.  The 
number should be sufficient to order, but in case you need it, the complete 
title is:   
 
U.S. Nuclear Regulatory Commission, Regulatory Guide 1.113, "Estimating 
Aquatic Dispersion of Effluents From Accidental and Routine Reactor Releases 
For the Purpose of Implementing Appendix I" 
 
The NUREG is probably available from the National Technical Information 
Service (NTIS), which is part of the Dept. of Commerce.  
 
 Both agencies have Web pages which provide ordering information.  I believe 
they also take phone orders, with a credit card.  I don't have the numbers, 
but you can probably get them from Washington DC phone information: 
202-555-1212.
