The NRC policy ,found in NUREG-1530,"Reassessment of NRC's Dollar Per
Person-Rem Conversion Factor Policy", is that $2,000.00 per person-rem is a
reasonable attempt to express the dollar value of the health detriment from
exposure to radiation. This policy is based in part on work done by Dr. John Baum
of BNL and published as NUREG/CR-6212,"Value of Public Health and Safety
