Maybe we can't fault them for good intentions, but we can sure fault them
for sloppy execution and lack of sense.  Regulating possible (not even
highly probable) exposures that are less than 0.03% of background is
assinine.  Even the most sensitive methods around wouldn't be able to tell
whether the 0.1 mrem difference is real or just statistical variance.

I don't know whether this is misplaced (i.e. paranoid/phobic) concern or
just another attempt to justify budget money and avoid staff cuts.  Either
way, it's dumb, and I don't want them wasting my tax money on it.
