They were living inside the protected area of Unit 1 at
Songs.  Unit 1 is a very old unit and had many piping
systems located outside the containment/sphere.  The sumps
and system areas have fixed contamination on their surfaces
(floors, wall, etc.).  The mommy cat moved in after shutdown
and had a litter.  The cats/kittens  laying around like cats
do and drinking collected rain water (?) became
contaminated.
