Comtamination Dose Rate Correlation

An issue has surfaced concerning an appropriate correlation for a smear dose
rate to activity level.  For example, an open window measurement for a typical
survey instrument of a 100 cm2 loose contamination smear will yield a measured
dose rate, predominantly from the beta component (power reactors).  Has anyone
performed quantitative measurements (e.g., gamma spec of smears) and
correlated these to survey instrument responses, thereby deriving a dpm per mr
(mrad) correlation? Thanks!
