I would direct this question to the Boss. Larry Camper is the NRC's Section Leader for Medical and Academic Programs. You should be able to contact him at lwc@nrc.gov.
I'm sure the many in the Radsafe community would be interested in a definitive answer to this question.
Some of the interpretations I've heard on this issue would make many medical licensee's, willful violators of NRC regulations. They'll just have to turn themselves in for punishment, immediately upon recognition of their complicity in this apparent violation. %^)
