The American Conference of Governmental Industrial Hygienists "1997 TLVs
and BEIs" handbook is good reference for accepted static magnetic field
exposure limits. 
The concern I would have would be for individuals wearing medical
electronic devices such as pacemakers..your fields are close to the 5 gauss
limit.  Check out the ACGIH booklet.
