Security Policy

Attached is the NRC's change in enforcement policy on security.  It looks a
lot like the recommendations in the Security Workshops and Howard Hughes
Medical Institute program.

This shows one can work with the regulators to impplement reasonable
regulations.  

I would like to thank Emmett Barkley at Howard Hughes Medical Institute and
John Kinneman, John Glenn, and Cindy Jones who helped us get this program
off the ground.
