That was my belief untill last week when I was informed by an expert on
the subject that the risk factors generally refer to morbidity for
contaminants where human data is not available.  However, where human
data is available, the risk factor generally refers to cancer
mortality.  This is because most of the human data was gathered from
death certificates.

If this is not true, please tell me what the case actually is.
