The question you asked is a bit tricky.  If you are interested in dose to air as
compared to the roentgen, the relationship is simply 1 R= 0.877 rad.  If your
interest is in the dose to tissue expressed in rad, then the answer is a function of
photon energy (certainly below 100 keV) and the dose of interest, that is, whether
you are talking about the dose to a small volume of tissue, the deep dose
equivalent, the maximum dose in the ICRU sphere, the effective dose equivalent
or other.   Perhaps the CONVERT code mentioned by Bruce White will give what
you are looking for; I am not familiar with it.
