RE: Chernobyl Earthquake

If it took an earthquake to cause Chernobyl, then those plants are much
better designed than they have been given credit for. They broke every
rule in the book in attempting their "test" and set themselves up for
failure. An earthquake may have compounded the accident, but I fail to
see how it could be determined to be a root cause. Has anyone ever
heard an explanation how the accident should NOT have happened, given
the nature of the "test" and the intentional bypassing of virtually
every safety system?
