Although dated, I attended a NRC workshop in 91, subject: 10 CFR, New
Part 20 Revision. Written clarification was provided in a general
presentation given by Scott Moore, NRC, on "Time Requirements":
Annual: Once each year, anytime during the year, e.g. performing
an action on 1/1/90 and then again on 12/31/91 meets annual.
Year: Year must begin in January. Start date may change if made
at beginning of the year and if no day is omitted or duplicated in
consecutive years.
Quarterly: Once each quarter, anytime during the quarter.
Quarter: One-fourth of the year, beginning the first quarter on
the start date of the year.

Many licensees define time periods with tolerances, e.g.,
1 quarter , no to exceed 4 months
semi-annual, not to exceed 8 months
annual, not to exceed 15 months
but you need to also make certain the overall frequency is maintained.
Quarterly is 4 times per year, 8 times per 2 years. You cannot use the 4
month tolerance to turn it into 3 times per year.
Also note that if the frequency is explictly cited in a regulation, e.g.,
every 6 months, that cannot be changed by a license condition.
