Re: caput again
You're all perfectly right,, "caput" means head, also in figurative sense
(the Romans said "Roma caput mundi", or the same word "Capitol" comes from it).
But "per caput" seems to me rather incorrect, I usually hear "pro capite"
that means
something (delivered or just counted) "to each person".
