Just to add to what Wes said:

 About 75% of all radioactive materials licenses are currently issued by
States. In addition three more States:
Ohio, Pennsylvania and Oklahoma are in the process of becoming Agreement
States, so that percentage of licenees regulated by NRC will soon decrease
even further.
