Re: Contamination Levels and NRC Guidance  -  You may want to look at 
NRC Information Notice 85-46:   Clarification of Several Aspects of 
Removable Radioactive Surface Contamination Limits For Transport 
Packages.   I haven't seen the new NUREG-1608 but have heard that 
there may be some problems that have delayed it's issue.

The NRC and DOT have published a draft report as NUREG-1608/RSPA Advisory 
Guidance 97-005, "Categorizing and Transporting Low Specific Activity 
Materials and Surface Contaminated Objects".  To the best of my knowledge, 
this has never been issued in final form.
