As Charlie pointed out in his original post, the heights at which the
radioiodines were introduced into the environment following the
weapon detonations (i.e., stratospheric levels) would create a
different and more diffuse exposure scenario than that which was
observed at Chernobyl.  Hence, it does not appear that the two
situations are directly comparable (although it is entirely possible
that I am wrong - it's happened once or twice today already!).
