I don't know where (or if)) the "Cancer Atlas" is available online, but their
SEER cancer statistics review is available at:

ftp://ftp.ims.nci.nih.gov/pub/SEER/

As I read this data for 1973 - 1991 (not the most recent) the total percent
change over that interval was - (minus) 23.4 percent.
