Regarding 3rd party (non-licensee) monitoring of nuclear facilities, I can
think of only one example (other than TLD monitoring) where that is done in
the U.S.  That is: effluent and perimeter monitoring performed by the State
of Illinois, at nuclear power plants in that state.

Does anyone know of another example of 3rd party, real-time monitoring??? 
Please reply privately, and I will post results.
