Question on DOT's A1/A2 Tables

Can anyone tell me how the A1/A2 values in 49 CFR were derived?  What
methodology, equation, or formula was used? I assume that several
factors (i.e., uptake, exposure, chemical properties, etc.) were taken
into account.

It has probably already been discussed, but I am curious.
