Shrink Wrap as a STP for SCO or Excepted Package for LQ

Does anyone have any experience with the use of shrink wrap as meeting the
requirements of 49CFR173.410 or 173.427c for packaging rad material for
shipping as SCO or as Limited Quantity.  This is mainly about shipping
larger components.
