Tom,

We can wish that Barnwell rates were lower, but it does not follow that they are
unreasonably high.  I, for one, have NOT decided to open a site to compete with
them.  I suspect that folk in Texas and in California would agree that a low-level
radwaste site is not necessarily a big money-maker.
