Xenon is a noble gas. Noble gases are inert and hardly soluble in water.
(For instance it is well known, that radon degasses very fast from water
and that it is well soluble in some organic solvents.) Therefore I would be
surprised if somebody would offer a saline solution.

Of course one could estimate the distribution coefficient between the
solution in question and the gaseous phase using the coefficient for water.
A saline solution could be home made by shaking the solution with Xe-133
gas, but any manipulation like pouring the liquid or drawing it into a
pipette will result in liberating xenon and changing the concentration. It
might be difficult to work with something which is also difficult or
practically impossible to calibrate.
