I called NCRP Publications.  Report No. 51 has NOT been superseded, but
is
out 
of print, and there are no plans for a reprint.   
 
Also, I noticed another report which may be worthwhile:  NCRP Report No.
125, 
"Deposition, Retention and Dosimetry of Inhaled Radioactive Substances."

Although this probably has a lot more detail than you need for the exam,
there 
are summary descriptions which are useful.
