John, when I was inspecting for the NRC, we use to use as a rule that an
operator could discern "1/2 the the smallest scale division."  You should be
able to find the reference in any ANSI standard such as "Acceptance criteria
for Hand Held Radiation Analog Detection Instruments, Acceptance criteria for
Analog Meters, etc."
