John, unless you are tied into using 8.13 (remember its jus Regulatory GUIDANCE) via
a license condition or statement of your own reference by the license, or by 10 CFR
20 specifically, then the comment in 8.13 you stated is not enforceable, if you
don't get approval.  By parroting 8.13 you probably will not run afoul of any
regulator, except those that cannot read and only want to see RG 8.13 in its entire
form as training material.

Glad you took the route you did, it provides far more intrinsic knowledge of the
regulations than just shoving a RG at them.
