Software for Dose from Water Pathway

I am trying to find information (and possibly a contact person) for government (DOE,EPA,NRC...) or commercial computer codes that can accommodate

    1. radioactivity as an input;
 
    2. radioactivity that is introduced into water by various mechanisms;

       (radioactivity from an airborne release that settles onto surface water (lakes, rivers, and oceans), direct entry of radioactivity into surface water, or radioactivity from an airborne release that settles onto land and eventually reaches the water table);

     3. normal operations and accident scenarios;

     4. dose calculations from various environmental pathways (eating fish, drinking water, swimming,...)

  
In addition, if you know of any comparisons of these types of codes, please provide that information.
