You have to distinguish between ingestion and inhalation, between members
of the public and radiation workers. 

I do not know the German legislation, but certainly limits for handling and
maximum permissible levels of contamination, ingestion and inhalation can
be found in the German Radiation Protection Law as well as guidelines how
to handle open (?) sources. I would also recommend to check these values in
the appendices of the European Union Directive 96/29/Euratom, published 29
June 1996 . This directive has anyway to be implemented into national law
by 13. Mai 2000.
