Henry-
NRC typically uses 25 mrem/y, all pathways.  However, as yours is  Cercla 
site, you will likely be constrained to 15 mrem/y, which is the EPA consensus 
limitation.  When modeling, I try to show less than 1 mrem/y to assure that 
the proposed action will be accepted without needless hassles.  A littele 
extra effort on the technical side can go a long way on the political side, 
and will usually result in a cost saving due to the time that will be saved 
on the political battlefronts.
