TLD Over Response

Radsafe,

My limited search has found an overr response of 'bare' LiF2, TLDs to low
energy (~20keV) photons.  I have heard of a 2 - 3 order of magnitude over
response to 10 - 20 keV photons.  Does anyone know of documents dealing with
this.  I also heard that this type of over response was noticed at TMI
environmental badges.
