I believe the change was instituted to ensure those individuals exceeding 100
mrem would get some form of training.
As far as those who receive less than 100 mrem I think you both could be right,
depending on the view. To demonstrate what I mean - the NEI, Nuclear Energy
Institute, in a July 21, 1995 memo states that "This provision [19.12(a)] will
allow licensees to more readily identify who is required to be trained and who
is not." The NRC final rule states, "This rule does not prohibit licensees
from providing training to workers who are not expected to exceed 100 mrem
(1mSv) in a year." So it seems that new shimmer is a desert topping and a
floor wax depending on how you apply it.
