You probably can check the situation with the Institute of Nuclear Sciences
'VINCA' directly on their website on:
http://www.vin.bg.ac.yu/     (taken from my collection of world radiation
links)

The site is almost completely in Serbian, is VERY slow and
half-operational...(I failed to connect to anything except the title page)

If the connection will not be established, the only e-mail address given on
the site is: 
postmaster@rt270.vin.bg.ac.yu

Experts Fear Was Accident Could Spread Lab Uranium. 
The New York Times, April 19, 1999, pA10.

   International nuclear inspectors are growing concerned about
the possibility of 60 kilograms of highly enriched uranium at the
Vinca Institute of Nuclear Science, 10 miles from Belgrade,
Serbia, being used improperly or being hit by an errant NATO
missile.
   Inspectors have not been able to visit the facility since
January.
