Y2K Contingency Planning



I'm currently working for the Y2K group at the PSE&G Salem and Hope
Creek power plants.  At PSE&G, we implemented the bottom-up Y2K
remediation and internal risk contingency planning approach described in
the NEI/NUSMG 98-07 document, but we also added a top-down functional
risk approach where we are including the external Y2K contingency
planning.  The top-down approach we developed consists of certain key
departments identifying and analyzing risk and then performing risk
management on those nuclear safety and power production functions they
perform that could be impacted by credible Y2K induced events.  The site
Radiation Protection group has divided their Y2K functional contingency
risk planning into eight separate categories and are moving into the
phase of finalizing the risk management/risk mitigation strategies.

The eight categories developed are:

Access Control
Communications
Consumables and Staffing
E-Plan
Radiation Monitoring System
Radwaste
Surveys and Posting
Dosimetry, Fit Testing, and Records

At present, it appears there will be minimal risk management required by
the RP department, such as:

Readiness to use an manual RCA access control system if the LAN is
disrupted (the site recently installed a new Y2K compliant RCA access
control system) 

One month supply of RP consumables on hand

Increased staffing, including supervision, on site during the Y2K
rollover

Continuing training during the fourth quarter of 1999 to review all NBU
RP contingency plans and those specific procedures that provide
compensatory measures for Y2K disruptions 

I'm looking to share ideas with other power plant RPs that are currently
preparing Y2K radiation protection related contingency plans in
accordance with the NEI/NUSMG 98-07 document.
