You are correct that solubility is a continuum. But alas, the poor
regulators must make gray areas into black and white!. Solubility as
specified in NRC Information notice 94-07 "Solubility Criteria for
Liquid Effluent Releases to Sanitary Sewerage under the Revised 10 CFR
20" dictates to nature (and licensees) that a Ksp greater than 1 E-5
mole/liter is "readily soluble'.
Also, the inputs to a well maintained POTW should be water that has been
through a water treatment plant, (suspended solids filtered out), then
"down the drain" at a home or factory. Efforts are made to reduce the
amount of infiltration from surface runoff.
