In the NRC power reactor world, one not exceed a regulatory limit to
be cited. For example, it's the precursors that can also lead to a
Notice of Violation along with civil penalty. For example, an
individual who did not exceed a specific regulatory limit, can have
the Licensee cited for failure to adequately perform surveys,
Licensee not aware of changing radiological conditions, inadequate
postings and ultimately, the potential to cause a dose in excess of
regulatory limits, etc.
If the general public is paranoid about reactor operations, think
what would happen if they were privy to all of the issues commented
on by Carol! And the USA is purported to have the best medical system
in the world! Perhaps ...
