Atomic Test Participants

Between 1946 and 1962 approximately 222,000 military personnel participated
in the atmospheric nuclear testing program conducted in the southwestern
United Stated, the southern Pacific, and the south Atlantic. Although much
was made of this in the popular press over the years, evidence of any harm
due to radiation exposure, i.e. increase in cancer rate, has not been
demonstrated. Given the large number of persons involved, the relatively
(by today's standards) large exposure, and the (also relative) completeness
of the data record, why has this information not been used to demonstrate
the low degree of hazard of radiation exposure?
