NUREG-1660 (RAMREG-002), "U.S.-Specific Schedules of Requirements for Transport
of Specified types of Radioactive Material Consignments," contains an excellent,
logically organized summary of shipping regulations.  Appendix C of this
document addresses packaging requirements.
