Dead-time used to be measured by doing an anti-coincidence count of a tap on
the counter signal against the 60-cycle from the electrical main, suitably
reduced through a diode to give 60-times-per-second pulses. (I.e., the deadtime
register didn't count the 60-cycle pulse if a signal was coming from the
proportional counter.) This, compared to the known number of 60-cycle pulses at
the end of the count gives the fraction of the time that counter wasn't "busy"
and unable to accept another count.
