The accident should Not Happen in the United States



Nuclear Energy Institute has interesting articles on the Japan Accident at
http://www.nei.org/new/japan.html.  The first article mention that an
accident like that at the Japanese facility should not happen at US

The same sentiment of Japan, before the accident.

How one can understand abnormal events, as Lessons to be learned in only one
hour of class? Or to understand on accident in just one or two hours? --
This is ridiculous.

from  1981 to 1996, in which program of training we learn about?
