The value given in Technical Report Series No.277, Absorbed Dose
determination in Photon and Electron Beams, An International Code of
Practice, IAEA, Vienna, 1987, page 9, is:
W/e = 33.97 +- 0.06 J/C, where W/e is the mean energy expended in air per
ion pair formed and per electron charge
