What bothers me about these kinds of report is the following excerpt:

Why? The fact that samples were taken indicates this has progressed beyond a Phase I study and chemical analysis is in order for the report. When any contractor does a site evaluation and finds evidence of contamination it is customary for the type of contamination to be characterized prior to setting up a remedial action or cleanup. It should be possible to determine the radioactive element in the groundwater samples so the planning can address specifics.
Strictly my own opinion as I don't have any connection with California.
