"power plant dosimetry" represents the licensee.

the dosimetry processor does not.

an employer who wants information on prior dose should request same from the
licensees involved, not the processor.

hence it is irrelevant and potentially misleading for a licensee to accept
"previous exposure" information from an entity that is not in a position to
evaluate the badge reading.
