Section 526 of the  IAEA Safety Series No. ST-1, Regulations for the Safe 
Transportation Of Radioactive Materials, 1996, although worded slightly 
differently, reads essentially the same as Craig's response.

 But to answer your question, according to Section E-428.3 of IAEA Safety
 Series No. 7 (dated 1990 and probably superseded), when defined for the
 SI system, TI is the "radiation level at a distance of one meter from
 the surface of a package expressed in mSv/h multiplied by 100."
