Fascinating banter on this topic, however candid it may be.  I'm always
intrigued with the "stories" behind the development of rules and
regulations.

Mr. Beasley has the right idea.  If there is no significant financial burden
you facility will endure, a licensee can always be more restrictive than the
regulations. 

For example, 10CFR20 permits 5,000 mrem to radiation workers.  The idea
isn't to give everyone 5K mrem.  Choose something less, preferably
challenging.  Some plants choose 4,900 mrem; others 1,500 mrem.

However with cost being most time the over ridding factor, the letter of the
law is the extent of the effort.
