dose equivalent I-131

Calculating dose equivalent I-131 using TID-14844 is relying on dose
factors that are at least 20 years old and have been updated based on
newer physical and biological information.  I would recommend the newer
dose factors found in Federal Guidance Report No.11.  We have revised
our tech specs to use these newer values.
