Rocky Mt. Low-Level Radioactive Waste Board Meeting



Those residing in the Rocky Mt. Compact will be interested that the board
voted to impose fees for import, export, and regional waste facility
operation.  I had to leave before the end of the meeting.  So this is
tentative but it looks like the fees will go into effect for any
applications received after today for waste to be exported in CY 2000,
Minimum charge will be $200.  Waste in the 0-999 ft^3 range will be
surcharged at @ $2/ft^3 & waste in the range of 1000 -9999 will be charged @
$1/ft^3 plus the $2000 for the first 1000 ft^3.  They have categories for
10000 to 99999 and over 100000 but since the entire compact exported 4-5000
ft^3 last year, those categories seem moot.

There was some discussion of relief for the first year for extremely small
generators <10 ft^3 but it did not appear that the board would do that.
They did interpret the rule to mean that a broker could apply on behalf of
several small generator clients and pay one minimum $200 fee rather than a
fee for each individual generator.

The Rocky Mt. Compact comprises the states of Colorado, New Mexico, and
Nevada and has access to the Benton County facility by contract with the
North West Compact.  Litigation costs have depleted the investment base
built up from surcharges collected when the Beatty site was operated and the
board is currently spending more than it's investment income generates.  It
is hoped that litigation costs will be drastically reduced in the near
future.
