Neill,

You are absolutely correct. Whenever possible, a dosimeter of the 
same type, placed in the radiation free background area in the 
facility that is monitored, subtracting the element response from the 
individual's dosimeter elements is the correct process to be 
followed. The only time a dose should be used is if there is no 
actual control dosimeter. One must use something to account for 
natural background as well as potential transit dose.
