[ RadSafe ] Creating source out of Ra watch hands

Just came across the following:

(they also have a large area source and are promising
an alpha/beta/gamma watch-hand source)
They've claimed:
   Hermtically sealed for classroom safety.
and 
   Thorium products and Radium Watch Hands are 
   specifically and totally exempt from any 
   regulation, and the only legal way to transfer 
   this material.

It seems to me that consolidating watch hands to make
a check source and then distributing that check source
would be frowned upon by the State of TN.
